1、下载

https://pypi.org/project/numpy/#files

2、安装

pip3 install numpy-1.17.3-cp37-cp37m-win_amd64.whl

3、校验

from numpy import *

二、安装matplotlib

pip3 install -i https://pypi.douban.com/simple matplotlib
