后，我觉得 这个8399 默认404的提示不是很友好，应该直接跳转到arcgis/rest/services下

添加并修改 C:\Program Files (x86)\ArcGIS\Server10.0\java\manager\web_output\index.html

404列出文件 取消的文件是：
