意思是：不能使用"c:\users\administrator\appdata\local\programs\python\python37\python.exe目录下的，python命令，执行"C:\Users\Administrator\AppData\Local\Programs\Python\Python37\Scripts\django-admin.exe" 目录下的django-admin.exe文件

解决办法：
1.检查环境变量是否配置正确
2.检查c:\users\administrator\appdata\local\programs\python\python37目录下的python.exe是否命名正确
