在struts2中一些配置（比如常量）可以同时在struts-default.xml（只读性），

strtus-plguin.xml（只读性），struts.xml，struts.properties和web.xml文件中配置，

它们的优先级逐步升高，即是说后面的配置会覆盖掉前面相同的配置。
