错误的struts-config.xml配置:

<message-resources parameter="pkg.ApplicationResources.properties"/>

解决方法，将上述parameter属性中的.properties后缀去掉:

<message-resources parameter="pkg.ApplicationResources"/>

经测试，包名去掉后也会异常。(不知道为什么参考文章中去掉包名仍可运行)
