webservice 抛异常，原因：

public class HeaderHandler implements SOAPHandler<SOAPMessageContext>{

    @Override

    public boolean handleMessage(SOAPMessageContext context) {

        return false;

    }

..................

.................

..............

}

handleMessage返回false是不对的，要返回true正确。
