Gradle是一款强大的构建工具，但是搭建项目运行环境总是非常头痛，各种网络原因会导致项目不能成功的导入。
说一下这个问题的解决办法，折腾了很久终于解决了。
javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure

问题原因：
jdk里面有一个jce的包，安全性机制导致的访问https会报错，在项目构建的过程中需要从一些https的网站去下载资源，因此会出现这个问题。
只要从官网下载对应的jar替换即可，目录 %JAVA_HOME%\jre\lib\security里的local_policy.jar,US_export_policy.jar
