解决：

1.添加jar包：

https://github.com/downloads/congainc/patch-hadoop_7682-1.0.x-win/patch-hadoop_7682-1.0.x-win.jar

2.在windows项目中core-site.xml添加配置文件

         <name>fs.file.impl</name>

         <value>com.conga.services.hadoop.patch.HADOOP_7682.WinLocalFileSystem</value>

 </property>
