From powershell prompt following works for me with no issues

restart-service *docker*

[注意]

我试了一下，这个命令不行！会导致docker for windows无法启动，必须重启机器才可以修复。

正确的方法是从右下方的托盘中右击docker, 然后选择Quit Docker, 然后点击桌面上的Docker For Windows图标启动它。
