Eclispe创建maven工程缺失web.xml报web.xml is missing and <failOnMissingWebXml> is set to true的错误，一看，还缺少了WEB-INF等文件夹，这个方法在Eclipse Jee Oxygen 2018.4的版本貌似不适用？
