As we need to uses JRF, the better choice is  Fusion Middleware Infrastructure Installer. 
 
b) Extract the downloaded zip file, as belows:
  
  
c)  Install the WLS
 
    Note:  (1) Running cmd with administrator role.
               (2) Find avaliable JDK location 
               (3) Must be marked the JDK location with double quote, or hit error 'C:\program is not a vaild location'. like below:
                    "C:\Program Files (x86)\Java\jdk1.8.0_73"\bin\java -jar D:\software\fmw_12.2.1.1.0_infrastructure_Disk1_1of1\fmw_12.2.1.1.0_infrastructure.jar 
 
d) Then pop up  below wizard (Next --> Next)
     
    
 
 
Above error is caused by this location has exist WLS. Delete previous WLS files to avoid this issue.
